Updating to the latest version of Adobe Flash Player should resolve this problem and can be found here.
Camtasia Studio Flash content viewed in Flash Player v9.0.115.0 and up until version 10 may cause audio to sound garbled and/or contain a high pitched chirp, described as sounding like a chipmunk.
We have investigated this issue and found that it occurs when all of the following are true:

The project was produced to SWF.

The SWF file was produced with MP3 audio.

The SWF file is played in the latest Flash Player.
If you are unable to update your Flash player, we have written a fix for Camtasia Studio 5 that will avoid this problem. The fix is included in the final version of Camtasia Studio 5, available here. This is a free update if you have a license for Camtasia Studio 5. This problem will not occur with content produced in Camtasia Studio 6.
To fix content already produced with Camtasia Studio, load the SWF file into the tool attached here.
To use the utility:

Download the zip file, extract the EXE, and then run the EXE.

Drag or add SWF files to the program and click the Fix Audio button and the re-upload the fixed SWF to your web server.
*Additional note when running on Vista: If you right click the .exe and run it as Administrator, you are not allowed to manually drag files into the fixer. Only the "Add" button will allow adding files.
If you are using an earlier version of Camtasia Studio, you can choose any one of these workarounds to avoid the issue:

Choose the "One Video" template and produce to FLV instead of SWF.

Produce to SWF, but choose ADPCM audio at a high enough bitrate to get acceptable (subjective) quality. Note that ADPCM is best for voice only, so if you have music + voice, you may notice more loss in quality.

Play the file with an earlier version of the Flash Player (prior to 9.0.115.0). This may not be the best option since you rarely have control over the player that your audience will have installed. But it does work if you find yourself in the situation where you know what player your audience will have.

Use the SWF Fixer Tool.
